Referring to the statement from Mildura, published in "The Age" yesterday, regarding the disappointment of. a large number of applicants irngution blocks who were excluded from the allocation of 56 blocks at Mildura, and the assertion that there is suitable land in the vicitiy that could be made available to the dis appointed men instead of sending them elsewhere, the Minister of Land- staird that he sympathised with Joral Muldiere, who were cager for laud in the dis triet. It had been realised by him and the Water Commission that there was no more suitable closer settlement puject than the land on the lower Murray, and every possible acre had now been dero. luped.
There wan plenty of land of the right sort for 1000 oldiera, but, unfortunately, already undue chances were being taken with the water supply, He had to remember that the pinch of a dry mer was the time when water was moat essential, and already the land guaranteed water rights wan more than 8 low mummer river could supply. He cou'd not forget the leason af the 1914-17 drought, when not only OIL the Murray. but throughout the Goullurn Valley, fruit trees and lucerne perished incause there was Do water to irrigate them. At that time many threnteund to Nue the Government for breach of contract. Nuthing would be easier than to pourt popularity by throwing open unlimited blocka, but it he did so it would have to be on the distinct understanding that the vine and fruit trees would be allowed to perish in the first dry summor.
It WALK not a matter of administration at all; it wiL9 recorded fact as to how But water flowed in the river during Tanuary and February. Where administration could do something was in impounding the winter water, but with the bent will in the world it was impossible to obtain suficiout labor for the Torrumbarry weir, which would take at leant two 10 build under most favorable conditions. BLIND SOLDIERS. How the Public Can Help. A number of blind soldiers catablished 03L poultry farms around Melbourne hare Juen visited this week by Mr. Clutha Mackenzie, on of the High Commissioner for New Zealand, who is on the way back ur Lord his own country as the guest of Admiral Jellicoe. Mr.
Clutha Mackenzie in lumself totally blind. He enlisted in the New Zealand forcen, and lost his sight while serving on Gallipoli Subsequently he went through a course of training at St. Dunatan's Institute for the Blind, 114 England, and now, at the request of Sir Arthur Pearson, founder of thin most valuable institute, he is visiting the Do Dubions to help blind soldiers, and offer them all possible encouragement, Mr. Mackenzie stated yesterday that he had been soldiers very pleased to find that all the blind whom he had met in Victoria were from being well looked after. He could say his own experience that the soldier who had lost his sight had no desire to enter an institution.
He wanted to live his own life and become a useful citizen, lt was essential, of course, that every blind anldier slould receive a satiafactory pension, and the next thing they needed was ample occupation. Then, if the public supported them and bought their produce, or whatever they might manufacture, the blind soldier would have no need to contplain. Mr. Mackenzie mentioned that several blind soldiere would ahortly be starting as masaeurA in Melbourne. He stated that WAS an cecupation particularly suited to the blind, and was the one job for which they were better suited than persona who bad sight.
He expressed the hope that these blind masseurs would re ceive the support they deserved from the public. The Zoo Robbery Floggings. PROTEST BY LABOR MEMBERS. ORDER TEMPORARILY SUSPENDED, A protest has been reccived by the Pre mier from the State Labor party against the sentence of five yeara and a fifteen- lash flogging imposed by Judge Woinaraki upon tbe two men who assaulted and robbed, Mr. Le Sonef.
Mr. Lawson has agreed to receive a deputation from the party conceruing the matter, but has not yet fixed a date. In the meantime Mr. Lawson, aa Attorney-General, has given inetructions that the order for flogging is to be suepended pending further consideration. THE BRUTALITY OF FLOGGING.
TO THE EDITOR OF THE Armadale, 6th June. TO THA EDITOR OF THE AGR hope that there may be many who will agree with your correspondent in "The Age" this morning in pleading for re mission of that part of the sentence passed oll the young man of 18 implicated in the cowardly and brutal outrage on Mr. de Souef, which orders that he receive 15 what strokes of "strokes" the lash. Few people realise word with the minor amulta made on meaD, They associate the children by a teacher in school, not with hand helpless man stripped to the akin, bound with and the foot to triangle, and lacerated cat o' nine tails till the blood moved urta or to the the skin peela off, and then gaol bospital to hare his weals whatever or wouuds dreased with salt, or scribed. I enclose the pronouncements of eminent, "the men who, with voice, conand laab" an useless and inhuman, calculated to barden and embitter the prisoner, degrading those also who administer this form of CTLARLES STRONG. Sir, Crimes have been numerous of late, and many desperate criminala have beeu making the most of their opportuni ties. It is right that these crimes be met with exemplary punishment and that citizens be fully protected by the law, but AB far an the lad Middleton in concerned the ReCINA unduly severe. There are redeeming fontures in his case usually absent from the criminal class which prove him not to have belonged to their company. He had spent all spare time in improving himself.
He had tried to back out several times, and bad protested against any suggestion to strike the victim; in other words, his better nature rebelled the undertaking. The immature will of the lad could not withstand the stronger will of him companion. These facto called for notice and discrimination in the sentence imposed. He was neitber voluntary nor fren agent in the affair. Punishment should be first reformative, then repremive; but in hin came it ia more likely to turn an otberwise honest lad into the permanent ranks of the criminal clam than to rive him 8 chance of future reform.
The caae calls for a public petition, or other effective steps, to Secure remission of part of the A.J.W, Armedale, 8th June. TO THE POITOR OF THE AGR seems to me that there has been 2 miscarriage of justice in the severity of the sentence--live years, with a floggingimposed upon Middleton. I have no pathy with the crime, and the sincerest sympathy. with Mr. le Souef; but Judge Woinarski apparently overlooked the fact that Middleton was not the instigator or prime mover in the case; fully coufemed his guilt; did not wield the violence; stated he not know violence was going to be used by his companion, and supplied information which was invaluable to the de tectives.
Why did all theme things conut for nothing with his Honor, who gave the delinquents equal sentences la order that Middleton's future may not be hopelewly blighted, ruruly the flogging oould ba dispensed with, and the term of ment considerably reduced, or even but pended on promise of REFORMATION. 6th June. The Weather and Your Skin Every Lady needs Ven-Yusa these raw, skin chafing days. IS your skin feeling the effects of the raw, cold winds these skin-chafing days? Does exposure to the weather make it rough and smart or give it that horrid, uncomfortable "feel" which tells that your complexion is faded and lustreless Then your immediate need is Ven-Yusa. Ven-Yusa not only bathes the complexion with a beautifying and invigorating vapor, but revitalises the real skin underneath.
Ven-Yusa is the ideal Oxygen Cream, and that is why it does more real good to the complexion than any other cream. There is NO GREASE whatever in VenYusa -nothing to encourage hair growth on the face, or to leave behind an unpleasant shiny" look. It is a natural beautifierrefreshing and rejuvenating. Make Ven-Yusa your daily habit at once, and ensure to yourself through this cold weather the clearness, charm and velvety softness of a beautiful skin. MISS MURIEL STARR writes "Ven-Yusa Face Cream is one of the most delightful Toilet Creams I have ever used.
After the heavy, dark make-up of Luana in The Bird of Paradise I find VenYusa massaged into the skin restores the lustre and brilliancy, and imparta delicate softness, while its frogrance is perfect." allies cam A EN YUSA Crime de Luxe I Ven-Yusa, the daintiest ol FREE TO YOU.
